FIRE SAFETY MANAGERS

We provide part time or full time Fire Safety Managers (FSM) and Senior Fire Safety Managers (SFSM) for commercial buildings to comply with SCDF regulations and annual fire certificate renewal.

Buildings that require FSM are as follows :

All Public or Industrial Buildings which satisfy at least one of the following conditions, are required to appoint a fire safety manager:

a. Public Building (inclusive of Commercial Building

  • is of 9 storeys or more (including any basement) in height;
  • is used, constructed or adapted to be used as a hospital;
  • has a floor area of 5000 square metres or more; or
  • has an occupant load of 1000 persons or more

b. Industrial Building

  • has a floor area or site area of 5000 square metres or more; or
  • has an occupant load of 1,000 persons or more

 Building Requiring a Senior Fire Safety Manager    

All Public or Industrial Buildings which satisfy any of the following conditions are required to appoint a Senior Fire Safety Manager:

a. that has an occupant load of 5,000 persons or more and 

  • that is of 31 storeys or more (including any basement) in height;
  • that has a gross floor  area of 50,000 square metres or more; or
  • that has a basement storey with a floor area of 10,000 square meters or more; or

b. in respect of which fire safety works are carried out according to a plan using an alternative solution the Commissioner may reasonably determine to be complex.

FSMs and SFSMs performs the following duties:

  • Perform regular fire safety inspections.
  • Conduct fire awareness and fighting training.
  • Collate and maintain fire emergency plan (FEP)
  • Prepare and Submit annual report to building owner.
  • Attend to renewal of fire building certification.
  • Conduct 2 fire drills and table top exercises per annum.
  • Formation of CERT team.
  • Advice and update new fire safety regulation and Fire Safety Act.
  • Suggest and make recommendations for improvement to management for consideration and implementation.
  • Liaising with SCDF for exercises and audits.
